если да то это колл. пакетов в очереди. qlimit is a limit for how many pkts can be hold until it starts drop them.
basically it is a buffer for chosen scheduler. "qlength 0/100" - curr/max(qlimit). You'll see "0" for current if scheduler makes it to dispatch pkts quick enough. It you get a load on some queue, you'll see pkts pile up in another one.
